Dulkadir Hükümdan Süleyman Bey'in 6 oğlundan biri olup Beyliğin altına hükümdarıdır. Babasının ölümü üzerine 1454 de tahta geçmiştir. Kardeşlerinden Şahbudak, Arslan Bey'in yerine tahta geçmek istiyordu. Mısır Sultanı nezdinde teşebbüse geçti. Mısır Sultanı bunu siyasetine uygun bularak iyi karşıladı. Arslan Bey zamanında Uzun Hasan Anadolu'yu istilaya başlamıştı. Arslan bey, Uzun Hasan'la birçok muharebeler yaptı ise de, muvaffak olamadı. Sonunda, Harputu Uzun Hasan'a vermek suretiyle sulh yaptı. Şahbudak tarafını tutan Mısır Sultanı, Harput'un Uzun Hasan'a verilmesini bahane edip, bir fedai göndererek Arslan Beyi katlettirdi. (1465)
